Since April 2023, the country’s unemployment rate has increased from 3.4% to 4.3%. At the same time, year-over-year job growth for the state is expected to be in the negative by December 2025.

Workforce and Jobs
The Summerlin Studios Project is one of the few large-scale projects planned that will create a long-term pipeline of quality jobs in Nevada.
19,000 JOBS created and sustained during construction. Project labor agreements are signed and in place.
17,680 JOBS annually added to the community once built.
$113,000 AVERAGE SALARY for direct studio jobs, much of which is spent in the local economy.
LOCAL HIRING. Strict local hire requirements will ensure that Nevadans are hired first.
ACCESS. Partnerships with Nevada Partners and Asian Community Development Council ensure valleywide job access.
LOCAL TRAINING. New education and job training account will invest in local workforce development, creating a new local talent pipeline.
Protecting the state’s investment
Strict Studio Construction Investment Requirements:
- All milestones required to be reviewed by Governor’s Office of Economic Development (GOED) to ensure requirements have been met.
- If required spend milestones are missed, the project has two years to fix the shortfall. If the shortfall is not fixed, GOED can place a lien on the remaining land to recover any shortfall to the state.

The Economic Shot in the Arm Nevada Needs
No tax credits hit until mid-2028. By that time, $400M in construction will already be required to have been spent, and thousands of union construction workers will have spent significant amounts in their local community generating local sales tax, property tax, live entertainment tax, gaming tax, etc.

Education & Training for Nevada’s Workforce
Nevada Partners Training Facility
Committed $8 million of new capital investment for a training facility at Nevada Partners. In partnership with IATSE, this site will provide training and certifications to Nevadans, making them eligible for careers at Summerlin Studios.
East Side Workforce & Small-Business Development
Committed to invest $6 million in Clark County, with the focus being workforce training, small-business development and academic opportunities on the east side of Las Vegas.
Partners in Education
Beyond the bill, Summerlin Studios will partner with Clark County School District and institutions within the Nevada System of Higher Education across the state to provide funding, curriculum, training opportunities, internships and much more to our institutions and students.
New State Grant Account
A new education and vocational training account, which will fund grants to organizations – including schools, nonprofits and labor organizations – to help develop a local workforce pipeline. Qualified productions that earn transferable tax credits will contribute a portion of those tax credits to fund the new account.
Commitment to Sustainability and Employment for Nevadans
Commitment to Diversity
Requirements for productions seeking the full benefit of transferable tax credits must meet diversity, equity and inclusion criteria designed to provide employment and training opportunities to traditionally underrepresented groups in personnel positions.
Ensuring In-State Talent Is Prioritized
To earn the full amount of available transferable tax credits, at least 50% of a qualified production’s workforce is required to be Nevadans.
Sustainable Development
Summerlin Studios will be water smart and constructed to LEED standards, and will be 100% powered by renewable energy sources, something that’s incredibly important for our environment.
Community Advisory Committee
Created in 2024 and comprised of local small-business chambers and nonprofit leaders, the Community Advisory Committee will advise on procurement process and vendor selection. This will be focused on making sure that we are creating systems to help our local small-business community benefit from Summerlin Studios.
Providing More Pre-K Opportunities for Our Children
A studio that gives back.
With creation of a proposed tax increment district over the film studio site, Summerlin Studios will generate an additional $194 million for pre-K programs in Clark County over the next 17 years. That's an average of nearly $12 million annually, using conservative estimates.
Opening doors for more kids.
$12 million a year is enough to fund another nearly 1,300 kids, ages 4 and 5, who are eligible for pre-K programs.
